On July 24, 2020, the Committee for Industrial Policy, Innovations and Trade of Saint Petersburg published an updated list of the a systemically important enterprise of our city. PROTEI has found its well-deserved place in this list. It means that our company has a regionally important status and influence on employment and social stability of St. Petersburg. And this fact was officially recognized by the City Government. In total, the current list contains 245 companies, and PROTEI became one of them.
PROTEI is pleased to be included to the list of systemically important enterprises of St.Petersburg. It can bring us several bonuses. Firstly, that status officially confirms company reputation as a reliable manufacturer and employer. Secondly, various preferences can be applied to the company in case of systemic problems arise.
Additionally, there is a federal list of Russian systemically important enterprises. PROTEI is not yet included in it due to several criteria. However, the company is actively growing and plans to enter the federal level in the future.

PROTEI and GABS Telecommunications, a System integrator in Malaysia, have jointly completed a network modernization contract for Niger Telecom. Niger Telecom, the state-owned company established in 2016 as a result of the merger of two local carriers, aims to take business services to the next level, and to meet challenges raised by the convergence of services of growing local telecoms carriers. The project is also intended to expand the portfolio of services provided by Niger Telecom, hence the need for an advanced platform for analyzing and managing data traffic. The commissioned DPI platform developed by PROTEI provides the optimal solution in terms of both functionality and performance, and was implemented in partnership with GABS Telecommunications, a well-established solutions provider for Niger Telecom.
PROTEI and GABS Telecommunications engineers completed all preliminary installation procedures, configurations, as well preliminary acceptance tests in May 2019 at the operator’s site in Niamey. The integration which was carried out in stages, presented significant challenges in view of the need to integrate diverse access networks and network elements from multi-vendor platforms, while ensuring minimal downtime and risks during migration. Niger Telecoms and GABS Telecommunications engineers worked jointly on-site to implement the solution with live remote support provided by PROTEI experts during all stages. This presented a perfect example of effective international teamwork under well-known conditions of today.
PROTEI DPI integrated with Broadband Access Equipment (BRAS) and Mobile Network Core (EPC) allow the operator to receive detailed information on traffic structures through all segments of the network with details up to level 7 of the OSI model, and to provide service awareness and deep in-sight traffic views. Such capabilities have already presented new opportunities to Niger Telecoms to optimize bandwidth distribution between subscribers, and to improve quality of service (QoS) during busy hours. Moreover, and as a result to DPI integration with OCS, the operator was able to introduce new updated tariffs and service options to increase profitability.
PROTEI-DPI is a data traffic processing platform supported by deep packet inspection capabilities, allowing to efficiently manage utilization of network resources, and to implement new value-generating services. PROTEI-DPI is an advanced software solution which requires no proprietary hardware. The platform significantly optimizes data services provisioning and provides numerous additional services. Embedded monitoring and statistics system features allow clear monitoring of volume and traffic structures, and to QoS perception by subscribers. As a result, Niger Telecom was able to deliver needed services to the market right away. PROTEI completed a large comprehensive project to modernize the infrastructure elements of the leading Mauritania’s telecom operator Chinguitel, during which several platforms and services were introduced at once. The project took place as part of the transformation of the operator billing system, carried out by Nexign, a global BSS provider.
Chinguitel is one of the largest communications service providers in Mauritania, with a subscriber base of over 1.2 million subscribers, providing mobile services and broadband Internet access. Chinguitel has an excellent reputation for providing subscribers with top-notch services, yet the company never stops innovating. Chinguitel’s previous billing system was built solely for prepaid subscribers. To serve postpaid subscribers, the CSP used an in-house solution. As the two systems were not integrated consistently, when new products and services were introduced, postpaid subscribers were not billed correctly. Since developing and supporting such a complex solution required extensive internal resources, Chinguitel was struggling to ensure a competitive time-to-market (TTM) for new products and services. These factors resulted in a revenue decrease for the telecom operator. To improve subscriber services and TTM, Chinguitel took the decision to replace their outdated, inflexible billing system with a modern, converged solution designed for the digital era. Following careful consideration of several vendors and solutions, Chinguitel chose Nexign Converged BSS and Nexign Network Monetisation Suite.
As part of the radical upgrade of the BSS domain, the replacement was required not only for the billing system itself, but also for the key ‘adjacent’ service platforms integrated with it, such as SCP, SMSC, USSDC, Call Completion Suite, and Call Center. PROTEI was selected as the supplier of the entire bundle of service platforms. One of key reason for the customer to make this choice was the great experience of Nexign and PROTEI previous cooperation; such experience eliminated any integration problems and guaranteed a short deadline for project implementation, which was especially important for the customer.
One of the distinguishing features of the project was the necessity to integrate SCP not only with the GSM segment of the Chinguitel network, but also with the CDMA segment, which uses a specific protocol stack. Another interesting detail of the project architecture is the use of a unified service creation environment for all kind of customer care services being delivered in automated mode (e.g. USSD, IVR, USSD-like for CDMA subscribers etc). The implemented solution is based on the PROTEI Service Builder product. This approach dramatically speeds up the development, implementation and modernization of services, since a convenient visualized environment for designing new and managing existing services is used. As a part of the solution, a notification system was also deployed, which is used to conduct bulk SMS campaigns addressed to Chinguitel subscribers. These campaigns are occasionally launched by the operator to inform Muaritani (GSM segment) and Zaki (CDMA network segment) subscribers about special offers in order to stimulate the consumption of various operator’s services. It is worth mentioning that the reporting structure of the units responsible for subscription services was significantly different from that adopted by other customers, which required improvements in the reporting systems IVR, USSDC and Call-center. Nevertheless, the tasks were successfully solved, and now all the platforms of the bundles are now serving Chinguitel subscribers.
Nexign is one the leading BSS providers in Russia and the CIS region that is actively developing its business in the global market. The partnership of the companies began in 2004 when the project for introducing a convergent billing system at MegaFon was launched. The partners' assets include joint projects in the networks of telecom operators in Russia, Kyrgyzstan, Tajikistan, Moldova and a number of other countries (this list is now actively expanding, since a number of projects are under implementation). In all PROTEI solutions where support for interfaces for on-line billing is required (SCP, SMSC, etc.), protocols / dialects for interaction with the Nexign’s BSS solution are natively supported. Such approach significantly reduces the time for implementation and integration of platforms during implementation joint projects.

Continuing business development related to MVNO/MVNE market PROTEI have successfully completed the project with new Russian MVNO branded Center2M. Center2M is Russian CSP and platform solution developer for M2M and the industrial Internet of things. Company’s business is focused on digitalization in different industry areas, and establishing its own MVNO tailored to serve variety of automated devices being an important step in the business development especially taking into account that M2M business is considered as an important growth area for all MVNOs worldwide.
PROTEI carried out delivery, deployment and integration with host operators all key MVNO network nodes such as its field proven and recognized by several MVNOs HLR/HSS, STP, SMSC as well as packet core elements (GGSN/PGW and DPI). In addition to core network components, PROTEI have successfully delivered key elements of BSS domain, namely OCS and M2M system.
PROTEI HLR/HSS is a solution optimally tailored to MVNO needs due to its pricing model, functionality, scalability and licensing principles (suitable for M2M service providers). System supports all necessary features and interfaces for both legacy GSM/UMTS and LTE service delivery, multitenancy features for MVNE deployments, and flexible API for BSS integration.
PROTEI STP is highly effective solution for signaling messages routing. All tasks connected with extra flexible signaling traffic routing, special routing for particular messages, necessity to connect more than one roaming provider can be solved using by PROTEI STP.
PROTEI GGSN/PDN-GW acts as a gateway GPRS support node (GGSN) in 2G and 3G network architecture, a Packet Data Network Gateway (PDN-GW) in a 4G/LTE network architecture. GPRS Gateway Service Node is the heart of PS Core Network of mobile operator responsible for data routing between GPRS Core network via GTP protocol and external IP-networks. To suite specific needs of M2M-oriented operator PROTEI GGSN/PGW supports flexible API for traffic routing management for specific corporate clients (e.g. automated M2TP tunnel creation or IP addressing plan assigning for specific IMSI range/list upon getting appropriate commands from OCS/M2M platform).
PROTEI M2M platform is the essential platform delivered by PROTEI within the scope of this project. This system expands existing PROTEI OCS functionality and answers demands of operators serving IOT customers. The M2M subsystem supports such functions as device control, location check (including determining permitted location areas), on-line charging and status management. System supports variety of notification capabilities; notifications may be triggered upon detection of reaching pre-defined consumption thresholds, unexpected location change, changing IMEI for the particular SIM-card and so on. Criteria may be flexibly defined for different group of SIM cards and/or group of devices. Full-featured API for integration with external application platforms is supported.
Currently MVNO serves several important M2M customers and continues business expansion.
In the first few months of operation the number of serviced devices has already reached 100,000 units. Companies are looking for further cooperation development.

PROTEI has launched SMS Firewall system for Belarusian mobile operator working under brand Life. The system was necessary for the Operator according to some changes in the Belarus legislation. Now the Operator can configure for subscribers black, white lists and filters for all SMS within the network. Due to flexible settings PROTEI SMS Firewall system this functionality was easy implemented on the Life network.
BeST has already had a successful co-working experience with PROTEI. USSD gateway, Call Completion platform and RBT-system developed by PROTEI have been working in the network for several years. All this equipment proved to be reliable and productive, therefore PROTEI was invited to participate in the tender for SMS Firewall tender.
PROTEI and BeST company are fully satisfied by results of the project. Companies are planning to continue mobile projects in future.

PROTEI has successfully completed a full modernization of IN-platform for MTT company. “MTT Business” platform was developed by PROTEI for supporting the full range of IN-services such as Freephone, Premium Rate and others. The platform has also included a high-performance traffic routing node with flexible capabilities. The modernization has greatly expanded range of MTT B2B-services based on PROTEI platform and accelerated new innovative products implementation.
"MTT Business" platform was launched in 2015 as a multi-module business set of telecom solutions and passed several updates for last three years. In 2018, both platform software and hardware were upgraded according to the Operator’s business needs. Advanced functionality, marketing automation and services' migration to a new core became main results of the modernization.
Using the enlarged functionality of MTT Business platform several pilot projects have already been implemented, for example voice chat bots with synthesis and speech recognition for customers in the transport services area (taxi and transportation) and advanced interactive IVR for retail and online marketplaces.
"Smart" call routing scenarios, full integration of business solutions with popular messengers and social networks and advanced "virtual office" are available for MTT customers now.

On April, 2018, PROTEI has become an associate member of GSM Association (GSMA). Only the mobile operators can be Full Members, so GSMA guaranteed the status of Associative Member to our company until March 31, 2019.
PROTEI has successful experience working with the GSMA within the participation at the World Mobile Congress (MWC). However, GSMA mission is not limited by IT-events organizing. It is a global platform that ensures interests of all members at the mobile communications market. Mobile operators, equipment suppliers, regulatory organizations and certainly ordinary users can benefit of GSMA activity. 750 mobile operators in 220 countries and more than 200 equipment manufacturers are members of the GSM Association. PROTEI has been operating on the international telecommunications market for more than 15 years, so our joining to GSMA was expected.
The GSMA Associate Membership has various advantages including the business ones. Firstly, PROTEI connects with a global mobile community and advanced information resources such as standards, methods of their implementation and analytical reports. Mirrored, we will be able to post information about our achievements and products, and also take part in working groups and industry focused projects discussing the GSM networks development issues. Secondly, the status of a GSMA Associate Member is granted only to reliable companies with a certain annual turnover and relevant experience in mobile technologies. Continuing business development related to MVNO/MVNE market PROTEI have successfully completed the project with one of leading Russian banks (Tinkoff Bank) who have recently launched its MVNO branded Tinkoff Mobile.
PROTEI carried out delivery, deployment and integration with host operator such key MVNO network nodes such as STP, SMSC and SCP. PROTEI and PortaOne, Inc. announced completion of interoperability testing between PortaOne’s PortaBilling Business Support System (BSS) and PROTEI’s Home Location Register HLR/HSS and Policy Controller PCRF products. As an expansion of the two companies’ existing technology partnership, this new compatibility gives MVNO a complete, end-to-end solution for managing subscribers and associated services independently of host network operators, and even for launching their own mobile networks.
Last year, PROTEI and PortaOne announced interoperability of the PortaBilling BSS with PROTEI’s CAMEL Gateway and DPI Platform. The addition of PROTEI’s HLR/HSS (Home Location Register and Home Subscriber Server) and PCRF (Policy and Charging Rules Function) platforms provides additional support for critical subscriber information, along with enforcement of the operator’s business policies for wireless broadband usage.

On the 8th of June, the international exhibition center Crocus City Hall in Moscow hosted a conference organized by Huawei. The key topic was digital transformation in Russia and steps made by Huawei to its achievement in different economic sectors. In addition to the conference the event agenda has included the signing of cooperation agreements between Huawei Enterprise and its Russian partners.
PROTEI has become one of Huawei's strategic partner in innovation solutions development for the “Safe City” platform. Our experience in creating and launching integrated security systems has already well known in Russia and dozens of regions are effectively used PROTEI solutions. So, Huawei offered to St. Petersburg developer to join forces and sign the cooperation agreement. The partnership’s main goal is joint development of unified integrated platform based on existing systems from both companies. The key benefit of the platform will become an opportunity to support interaction with any automatic security systems.
Over 1000 participants of Huawei Digital Transformation conference witnessed the signing of the cooperation agreement between PROTEI, represented by Technical Director Anton Pinchuk and Huawei Enterprise, represented by Sales Director Lai Lishun. This agreement allows using the best practices of each partner for joint projects, including projects based on Huawei's new ICT infrastructure know as Cloud-Pipe-Device strategy.

Expanding its international presence PROTEI completed its voice platform delivery and deployment for BSS transformation project being implemented by Peter-Service for Kuzey Kıbrıs Turkcell (Northern Cyprus).
GGSN/PDN-GW supports GTP v1 and v2 protocol handling and takes part in PDP context management procedures including authentication and authorization, IP pool management and address mapping, QoS and PDP context enforcement.
As a part of this project PROTEI delivered several platforms. CAMEL Gateway (SCP) is used for real-time charging of voice calls and may be easily expanded to deploy a variety of services on the top. Diameter real-time mediation enables on-line charging of various VAS services supporting wide range of DIAMETER dialects towards service platforms and unified protocol towards OCS. Diameter mediation enabled on-line charging of services delivered by several platforms such as SMSC, MMSC, IVR, RBT and Pay4Me. PROTEI USSDC has been launched to optimize a variety of self-care services delivery.

Expanding its international presence PROTEI completed its voice platform delivery and deployment for a BSS transformation project being implemented by Redknee for DIGITEL in Venezuela. Redknee, a provider of real-time monetization and subscriber management solutions and services, managed the project at Digitel Venezuela as the System Integrator.
PROTEI IVR was chosen because of the flexibility of the proposed solution, SIP connectivity, simplified integration with the network core, as well as supporting a user-friendly graphical service creation environment and minimizing time-to-market for services launched from the platform. PROTEI IVR supports features such as call back and calling cards at Digitel Venezuela. Redknee performs the charging for both services, as they seamlessly integrate into the Redknee real-time monetization and subscriber management platform installed at Digitel.
In the future, as necessary, the Operator's specialists can do all necessary modifications expanding the list of services, modifying service logic and introducing new voice services based on the same platform.
Venezuela becomes 24th country in the world and 3rd country in Latin America where PROTEI products and solutions had been successfully launched.

PROTEI has proved demands for its MVNO-targeted solutions by implementing new project. The bundle had been delivered to new full MVNO in Moscow named SIM Telecom (brand SIM-SIM).
As part of turn-key project PROTEI carried out delivery, deployment and integration with host operator all key MVNO network nodes such as STP, home location register (HLR + AUC), gateway mobile switching center (GMSC), including media gateways (MGW), SMS-center, data traffic control node (DPI) and a number of VAS-platforms. Thus, the network of SIM-telecom has been fully built using products and solutions of the St. Petersburg developer.
A distinctive detail of this project is charging and billing infrastructure based on PROTEI charging solutions. The platform includes two network elements. The first one is CAMEL-gateway (SCP) already well-proven by many deployments including MegaFon. Second module is comprehensive real-time charging and billing system PROTEI OCS. PROTEI OCS includes all modules that are required for MVNO business such as charging module (supporting a variety of prepaid bundles, on-line charging, discounted rates ans so on), SIM-cards’ management module (inventory), payment gateway, unified provisioning gateway for managing MVNO network elements during service activation/deactivation procedures. The platform is integrated with several payment systems that will ensure comfort and flexibility for MVNO subscribers when recharging their accounts.

In January 2016 PROTEI has successfully completed a project for Russian NGN-operator under "UES Telecom” brand. The project was carried out modernization of the network using PROTEI equipment. "UES Telecom" is responsible for providing Russian energy system companies with contemporary telecom services. The operator held a tender for the NGN-equipment supply in order to unify different network segments under single control point. PROTEI has offered a unique and cost-effective project that fully met operators' needs.
SoftSwitch class 4 imSwitch4 for 10 000 subscribers and SIP-trunk gateways total capacity of 128 E1 was launched in Moscow by PROTEI specialists. Now all calls in the network are managed by modern softswitch that provides intelligent routing and traffic distribution from regional network segments. In addition, PROTEI engineers were carried out all installation tasks and integration with existing equipment. More than 30 regional and federal network operators were united into a full-functional NGN-network with a single intelligent control center. This greatly simplified the call distribution problems, allowed to receive relevant monitoring information, improved quality of services and increased reliability of the network.
PROTEI and "UES Telekom" are fully satisfied by results of the cooperation. Companies are planning to continue NGN-projects in future.

PROTEI solutions for building Full MVNO are in demand in the telecommunications market. PROTEI solutions for MVNO core had been successfully launched as a part of MVNO kernel transformation project implemented by MTT.
Within this turn-key project PROTEI has delivered, installed and performed all necessary integrations of two key core network elements - the home location register (HLR + AUC), and Gateway Mobile Switching Center (GMSC), including media gateways MGW.
MVNO / MVNE project being implemented by MTT is intended to build an infrastructure of federal virtual operator for the implementation of several commercial projects, targeted at different categories of users. The project is implemented under AIVA MOBILE brand (http://aiva-mobile.com), and now includes great offers for calls between the Russian Federation and Tajikistan, the Russian Federation and Finland, including, for example, some proposals that are unique for Russian operators like free incoming calls to the Russian and Finnish number for Russian roamers registered in Finland.
Implementation of technically challenging project taking into account relatively small subscriber base demanded solutions with the full functionality, but commercially viable. MTT chosen PROTEI products for that.
PROTEI Home Location Register is a cost-effective, high performance and scalable solution to suit both - new and existing mobile operators or mobile virtual network operators (MVNO). PROTEI HLR has scalable architecture and flexible throughput licensing enables an operator to select a solution that not only mirrors the revenue stream of today, but can be used to meet operator tomorrow's needs. System has all the necessary functionality in accordance with the 3GPP requirements, allows the network to start promptly. Flexible licensing scheme enables operators to deploy a solution efficiently with the various profiles of the subscriber base (for example, having a lot of subscribers with low activity).
The gateway switch network cellular mobile PROTEI-GMSC designed for use in GSM / UMTS networks and provides voice processing and signaling traffic operator's subscribers. PROTEY- GMSC based on softswitch-based fourth class against imSwitch4, allowing for flexible routing of signaling and voice traffic, performance, compliance with SORM and compatibility with equipment from different vendors. Implementation PROTEI-GMSC enables rapid and commercially effective network deployment of virtual or traditional mobile operator (MVNO or MNO) with providing a wide range of additional features that are required in the transit level, including a flexible balancing traffic redundancy, QoS, ensuring routing and support MNP.
PROTEI and MTT had some co-operation before (MTT maintains SRF and SMSC from PROTEI) but implementation of HLR and GMSC brought cooperation between the companies to a qualitatively new level.

Comores Telecom is a universal operator that provides telecommunication services using 3G, EVDO, ADSL and Wi-Fi standards. A large number of services and types of traffic in the network is severely complicated billing processes, so the operator is required contemporary and flexible system for on-line traffic analisis and billing.
The most technically challenging and interesting aspect of the project was the organization of DPI-platform operation simultaneously in all network segments. Long-term cooperation with "TT Mobile" (trademark "MegaFon-Tajikistan") and PROTEI reached a new level. Nowadays all traffic in the network of the leading Tajjkistan operator are fully managed by PROTEI DPI-platform. Successful launch of the system has provided a great optimization of network resources and given an opportunity to offer new additional services for subscribers of "MegaFon-Tajikistan".
The new DPI-platform functionality such as signature-based and statistical-based detection of application layer protocols, dynamic bandwidth management and on-line monitoring of consumption was complemented by other functionality of our system — PROTEI Policy Controller (3GPP PCRF). In addition to the traditional functions of traffic management PROTEI specialists have integrated a content caching system, which provided additional logic to form exclusive service packages for subscribers.
Currently, the new system operates stable in the network and serves real traffic. As a result, TT-Mobile received a flexible tool for traffic prioritization, detailed statistics gathering and new tariff plans creation.

PROTEI have completed deployment of several powerful solutions in the network of independent Russian mobile operator working under MOTIV brand. This regional operator is one of market leaders in several regions in Russia including such megalopolis as Yekaterinburg.
The bundle consists of PROTEI SCP, Roaming Steering Platform, and SMS Firewall. With this new bundle MOTIV gets better control over roaming service delivery, range of important statistical information as well as improved customer experience leading to better loyalty. Steering of Roaming service is implemented in strict accordance to GSMA IR-73 regulation. PROTEI has successfully completed DPI-platform installation for MegaCom, the leading telecom operator in Kyrgyzstan. The platform was launched for optimizing usage of network resources and broadening range of VAS-services for MegaCom subscribers.

PROTEI and “Uzbektelecom” has presented Unified Call Сenter in Tashkent for 500 agent desktops. Nowadays the system integrates 13 regional call-centers previously installed in 13 major towns of Uzbekistan. The Unified Call Center operates under single hardware and software platform PROTEI and provides full range of telecommunication services to subscribers all over the republic territory.
IP based system architecture, high reliability and large experience in call-centers building guarantees the highest level of QoS to each subscriber regardless its location. Scalability of PROTEI Call Center allowed the system to grow from small contact center installed in 2009 to territory-distributed Unified Call Center in 2014.
The system provides contemporary communication, information or outsourcing services. Moreover the Unified Call Center has become a high-powered tool for collecting and analyzing statistical data for government agencies. PROTEI has launched a NGN training stand for the ESMT (L'Ecole Supérieure Multinationale des Télécommunications) students. The ESMT is the leading representative of the ITU in Africa. It was founded by 7 African countries (Benin, Burkina Faso, Guinea, Mali, Mauritania, Niger and Senegal), students from 18 African countries study there.
For NGN-classroom the ESMT was looking for the producer which equipment was well-known at regional market and used the latest convergent technologies. For the first time PROTEI equipment was installed in Senegal in 2005 for the local content-provider Tabou Communication and it demonstrated its high reliability and functionality. PROTEI NGN solutions perfectly meet all these requirement
As a result of international negotiation the ESMT NGN-classroom was fully equipped by PROTEI systems. Russian specialists have installed 5 Class Softswitch, trunking gateway and access equipment. So now ESMT students are able to study NGN features, types of NGN-equipment, interaction between all elements of the network and signaling systems (SS7, SIP, SIP-T, MEGACO). Moreover, SIP-T and MEGACO previously studied only in theory, but with the help of PROTEI equipment they have become available for the practical trainings.
The training stand installation for the ESMT became a good extension of PROTEI educational policy and a new step in relations with African telecom specialists.

PROTEI international team from PROTEI HQ and PROTEI MENA branch, Silat Solutions has deployed advanced Personal Ring Back Tone (PRBT) for Jordan's fastest growing mobile telecom operator «Umniah».
This project helps Umniah modernize, improve and monetize existing PRBT service. Easy and invisible migration from previous solution to new platform was made for more than 140 000 subscribers with saving all their personal settings. The key project advantage is a range of options and marketing tools, which have been made especially for the customer, considering Jordan market access.
For example, «Hang up SMS» helps to know which song has other subscribers, “Anti RBT” allows to set your own melody for all outbond calls. In addition to this, songs, ordered via Web-portal can be rating by subscriber by pressing «like” button. In another successful project in the Middle East, PROTEI Ltd. has completed delivery of service platforms for the Palestinian operator Wataniya Mobile. The new equipment has enabled the operator to significantly modernise its VAS platforms over the course of the past year and to launch an array of new and promising mobile services for its subscribers.
The project was made possible by the efforts of Silat Solutions, PROTEI's branch in the Middle East. Watanaya Mobile began operations in Palestine in 2009 and has grown to become the second largest mobile operator in the region. The company is fully committed to become the leader in terms of quality and variety of telecommunications services for business and private clients. Deploying new solutions from PROTEI Ltd. was a major event in the company's history. PROTEI provided its Missed Call Notification system, SMS Centre, Dynamic Voice Mail, Comfortable Jump server, Bulk SMS/MMS server, Call Back and the XVLR system for location-based targeted messaging.
The PROTEI SMS centre now handles a significant share of the operator's SMS traffic. The main tool for providing mobile marketing services is the Bulk SMS/MMS system, in conjunction with the XLVR platform, which enables targeting of subscribers in specified areas. In addition to the traditional missed call notification system, the Comfortable Jump service makes it easier to change numbers, notifying callers that the subscriber's number has changed. After hearing an automated voice message, the caller receives an SMS with the subscriber's new number. The subscriber also receives an SMS notification that a call was made to his old number.
With the CallBack server, roaming subscribers can order a callback via SMS or USSD query. A n interesting feature of the service deployed in Palestine was the 'unconditional' callback option, which, once activated, enables all calls to be connected via callback.
All the PROTEI platforms are fully integrated into the operator's existing infrastructure. The successful completion of the project has significantly strengthened PROTEI's presence on the Middle East telecommunications market.

PROTEI Ltd. has completed a major NGN network construction project in the Republic of Kazakhstan for local operator NURSAT. On completion of installation and setup in September 2012, NURSAT subscribers gained access to the full range of NGN services with high quality of service.
NURSAT is a fast-developing company that is especially committed to network modernisation and deployment of the latest technologies. To this end, a tender was run in March 2012 for the purchase of equipment on which to build an NGN network. The solution tendered by PROTEI was selected as the best fit for the operator's requirements. Ronex Security Company also participated in the project in partnership with PROTEI.
Among the equipment installed in the NURSAT network are an imSwitch5 softswitch in Almaty and m.Gate.ITG VoIP gateways in seventeen cities across Kazakhstan. A key technical feature of the system is the provision of SORM functionality with a single point of access. The imSwitch5 softswitch has a built-in SORM system which provides remote access to different network segments and allows subjects to be placed under surveillance in all regions. This was the first time such a centralised SORM setup has been deployed in the NURSAT network in Kazakhstan, and it has already proven its economical advantages for the operator.
Around 5000 subscribers connected to the PROTEI-based NGN network are now using traditional telephony services along with a wide range of next-generation VAS. Both NURSAT and PROTEI have hailed their cooperation as a success. NURSAT will continue to use PROTEI equipment for subsequent increases in number pool and additions to the range of IN services offered, as the quality and reliability of PROTEI systems have been proven not only by countless installations, but also by the corresponding certificates issued by the Kazakhstan authorities.

PROTEI Ltd. has carried out network modernisation for Kazakhstan alternative operator JSC Arna (trading as Ducat). In May 2012, PROTEI NGN equipment was successfully deployed in Almaty and four other cities in the republic. The hardware package, which included the imSwitch5 softswitch and mGate.ITG trunk gateways, enabled the operator to launch a complete range of modern telecommunications services.
Ever since it began trading in 1993, the target market of JSC Arna has been the business sector, where connection quality and a wide range of additional services are a professional requirement. As a result, the company has always been especially meticulous when selecting hardware. PROTEI solutions are well-known in Kazakhstan, where they have earned a reputation as high-quality, future-proof systems. This factor was instrumental in Arna's decision to work with PROTEI.
In addition to quality, reliability and support for a large number of intelligent services, the requirements stipulated by JSC Arna demanded scalability and flexible adaptation to specific client requirements, as well as prerequisites pertaining to quality and cost of support.
The solution tendered by PROTEI Ltd. was the only proposal that met all of the operator's technical and economical requirements in full. The central hub of the system deployed in Ducat is the imSwitch5 softswitch, installed in Almaty. It provides more than 30 services, including Unified Communication (Voice, Video, IM, Presence). The number of services can be increased with the use of external intelligent network platforms.
A unique feature of the softswitch is the integrated SORM system of PROTEI's own manufacture, which provides lawful intercept capabilities in accordance with government legislation.
Currently 5000 subscribers are connected to imSwitch5 services, with plans to increase this number to 10,000. mGate.ITG trunk gateways were installed in four cities around the country to provide all of Ducat's subscribers with access to NGN services. Subscribers in TDM networks can now access all the new services.
The Ducat network modernisation project was rolled out exclusively using PROTEI equipment. The operator migrated its network to IP technology, which has enabled a major increase in the range and quality of services availabe to subscribers and brought about a considerable reduction in network operating costs. The success of the project laid the foundation for further cooperation between JSC Arna and PROTEI Ltd. The operator now plans to use PROTEI equipment to expand its number pool.

PROTEI Ltd. has completed a major project in Iraq, with the deployment of the PROTEI GLR (Gateway Location Register) platform for local mobile operator Asiacell (Qtel) in the city of Sulaymaniyah.
Asicell, the first and largest mobile network operator in Iraq, has been in the country since 1999 and today has a subscriber base of nine million. That number is constantly growing, but so too is competition on the Iraqi mobile services market, especially in the high-value roaming services sector.
The operator required a state of the art system that would enable it to increase the number of roaming subscribers in the network while reducing signalling traffic. The GLR platform from PROTEI proved to be exactly the system the Iraqi operator needed. This deployment was made by PROTEI international team from PROTEI HQ and PROTEI MENA branch, Silat Solutions.
The PROTEI GLR (Gateway Location Register) roaming platform acts as a link between the VLR and/or SGSN and HLR. It is designed to optimise signalling traffic processing in roaming.
The GLR system saves inbound roamers' profile information on initial registration and subsequently provides this information in response to any query from the VLR. This significantly reduces the need to query HPLMN elements and greatly reduces risks that could lead to the loss of a client.
The system deployed in Iraq enables the operator to increase the number of roaming subscribers in the network by improving the registration procedure. At the same time it reduces signalling traffic expenditure by reducing the number of signalling units transmitted on roaming channels.
A similar roaming platform was previously installed in the Jordanian mobile network Umniah, where it has proven its reliability and low cost of ownership under real operating conditions.
The successful project in Iraq for Asiacell is another step in PROTEI's overseas business development. Our engineers gained invaluable experience working with our colleagues at Asiacell, and both companies look forward to continued cooperation in the field of roaming solutions and service platforms.

The system, launched in the Chechen Republic, allows charging incoming and outgoing calls, SMS-messages and GPRS-sessions for 100% of subscribers in real-time mode both in home network and while roaming.
Voucher Management System allows efficient administration, activation management and control of voucher usage. The subscribers can now activate funds via SMS or USSD in addition to traditional way to make payments in service offices of the operator.
Performance, reliability and speed of new systems installation have confirmed the correctness of the operator choice, for example, SMSC PROTEI was installed in just 3 working days. The project completed in the North Caucasus, has once again demonstrated the relevance of PROTEI solutions in Russia. Companies were satisfied with the results of cooperation and planed to expand it.

GSM/UMTS worldwide success coupled with steadily increasing rates of international travel for business and leisure, this means a significant increase in the number of roaming users needing to be supported. This will lead to an increase of the signalling traffic on "short -haul" and "long-haul" international links. These high volumes of signalling traffic require new approaches to be processed reliably end efficiently.
PROTEI presents new platform complementing its powerful roaming portfolio and suiting current demands of mobile operators. PROTEI GLR (Gateway Location Register) is a node between the VLR and/or SGSN and the HLR, which may be used to optimise the location updating and the handling of subscriber profile data across network boundaries. When a subscriber is roaming the GLR plays the role of the HLR towards the VLR and SGSN in the visited network and the role of the VLR and SGSN towards the HLR in the home network. The subscriber information is downloaded from HLR to GLR at the first location update procedure under the GLR. Using the information, GLR handles Update Location message from VLR as if it is the HLR of the subscriber at second and further location updating procedures. GLR enables the procedure invisible from the home network so that this hierarchical location management can reduce the inter-network signalling for the location management. The GLR keeps the information until receiving Cancel Location message from HLR.
PROTEI Gateway Location Register that is developed in strict accordance with ETSI 3GPP standards gives the Operator unique possibility to optimize its roaming connectivity and signaling traffic. GLR captures all information about inbound roamer’s profile during initial registration and provides this information upon any request from VLR dramatically decreasing the necessity to interrogate with HPLMN elements. Such approach visibly decrease many risks that may finally lead to loosing the roamer.
Main advantages for GLR deployment are:
- Decreasing the volume of signaling traffic between Operator and SCCP-provider
- Secure roamers in Operator’s network (less chances to lose the roamer during interrogation with home network or in case of short-terms failures /minor coverage problems)
- Full compliance with applicable ETSI standards (ETSI TS 23.119) and GSMA regulation
- High efficiency for complex or segmented networks

Сall Back technology provides a convenient and efficient alternative to the traditional scheme of providing mobile telecommunications services to roaming subscribers or to subscribers with outbound call barred. Using this system, instead of direct calling desired number subscriber sends an SMS or USSD request containing this number to the system’s service number. This request is processed by the Call Back server, which makes two outgoing calls – one to the caller and one to the number requested. Call Back Service is more profitable for the operator than the traditional connection. Thus, more flexible tariff rates could be provided for roamers allowing them to enjoy a more active communication while abroad.
PROTEI has been chosen by VIP OPERATOR as a Callback solution provider. PROTEI Call Back Server has been integrated with existing IT and telecommunication infrastructure of the customer. System software had been specially configured and adjusted to simplify integration and minimize changes to be done on Operator’s network elements and to enable flexible call charging. Special feature had been implemented to support Mobile number portability (MNP) service that must be provided by Macedonia operators according to National laws. Within framework of the project PROTEI also deployed USSD Center that may be used not only for the Call back service but as a base for many other USSD services also.
Thus, VIP OPERATOR has received efficient solution that allows to increase revenue through more flexible tariff rates for subscribers in roaming. Installation of PROTEI Call Back Server in Macedonia has again demonstrated flexibility of PROTEI solutions making possible fast and easy adaptation of any platform to the special demands of operator in any country.

PROTEI and MegaFon - Moscow have developed and implemented System for location-based bulk SMS notifications. The system allows to send SMS to all subscribers located in particular coverage area (e.g. specific cells, group of cells, areas etc).
Unique platform collects notification about handovers received from MSC/VLR using special interface and accumulates all updates in the database. Thus, at any time the platform has all information about actual location of all Operator’s subscribers and inbound roamers registered in Operator’s network. Based on this information the system is able to make appropriate queries and perform SMS notification of subscribers registered in predetermined area.
Implemented project successfully continues cooperation between MegaFon, PROTEI and EMERCOM Russia because using the platform subscribers can be promptly informed about emergency situations. SMS have already been sent to alert about forest fires, terrorist attacks and other incidents.
Megafon is going to use the system not only for governmental needs. System’s features opens up new opportunities in mobile advertising, like geographically targeted advertising messages filtered by subscriber base.
“Solution development was initiated by MegaFon to realize both public and commercial projects. The platform is often used by EMERCOM to alert public about forest fires and other emergencies. Trade and service enterprises such as restaurants can also use system capabilities to inform customers about discounts and promotions when subscribers are detected near company location. Thus, the system can significantly improve the targeting and effectiveness of mobile advertising,” the first deputy director of MegaFon - Moscow Igor Akulinin noticed.

On the 26th of April 2011 collaboration between Moscow City Telephone Network (MGTS) and PROTEI has led to signing of the contract for digitalization of Moscow city telephone network. MGTS is one of the biggest city telephone networks in Russia and in Europe. Currently MGTS serves 4.4 Mln fixed line subscribers and has 253 exchanges in Moscow and Moscow region (nearest suburban areas). According to agreement between companies, 152 Moscow analogue telephone exchanges will be upgraded by PROTEI’s mediators to connect them directly to IMS kernel MGTS builds up.
Mediator is innovative equipment developed specially for that allows smooth migration to IMS of subscribers connected to old analogue exchange to new network with keeping their old numbers and re-using of some existing equipment, cables and distribution frames. Use of mediators makes migration process much more effective and profitable.
Before taking this strategic decision MGTS has already successfully tested PROTEI’s mediators on one of the exchanges in Moscow. General director of MGTS Mr. Sergey Ivanov noticed that it was positive experience and effective decision to solve the problem of Moscow city telephone network digitalization.
On the 28th of April 2011 conference “Cosmos and communications” was held in Moscow chaired by Minister of Communications and Mass Media Mr. Igor Schegolev. During the conference Sergey Ivanov gave a report on plans for upgrade using mediators. As Igor Schegolev said PROTEI’s solution was the great break in domestically produced equipment and that experience would be both helpful for native and foreign companies.

The application allows subscribers to replace standard tone with a personalized sound file. A subscriber can assign different ring back tones to different callers or group of callers, even dependent upon the date, weekday and/or time. A song purchased over a portal, a corporate advertisement, a joke end etc. can be chosen as a ring back tone.

PROTEI specialists had successfully deployed SMS Center and Welcome SMS System for Jordan mobile operator UMNIAH.
SMS-traffic is growing fast and mobile operator need flexible solution to adapt system to new requirements for functionality and capacity accordingly. PROTEI SMS-center was deployed for Umniah to process service messages from content-providers and to make SMS distribution. It was integrated with prepaid-platform Huawei for real-time SMS tarification.
Basing on SMS Welcome two services had been launched in addition to ordinary functions: Safe arrival; and SMS with information about roaming tariffs:
-Using Safe arrival; a subscriber can create a list of persons which will be automatically notificated about his/her appearance in Roaming Network. This is convenient way to send an information about successful landing to relatives and friends.
Some subscribers don`t use their mobile phone in roaming to avoid paying uncontrolled sum of money. SMS with information about roaming tariffs provide the clients with all the necessary information to control their expenses. This service returns lost revenue for mobile operators.

PROTEI and Megafon-Moscow specialists had successfully deployed large-scale Wi-Fi project at the Moscow branch of OJSC "MegaFon". The platform for authentication and real-time charging of broadband wireless access services had been installed, customized and launched. The platform named WIX has a number of special features that allow providing and charging Wi-Fi access services across all Megafon branches throughout the Russian Federation. The solution can work with any number of access points and supports flexible charging algorithms, depending on various parameters such as username / password of a subscriber, access point, time of day etc.
To access to the Internet, a subscriber receives a login and a password via SMS, or by calling IVR. Using the obtained access parameters the subscriber is able to register in Wi-Fi network. Authorization is carried out through the WEB-portal, which design being displayed to the subscriber dynamically changes according to access point (hotspot), where the subscriber is authenticated. For example, it may be a corporate format of the WEB-portal of MegaFon ("Green Zone WiFi») or customized web page design of the portal displayed to the subscriber when he tries to register in 3rd party hot-spots. Access to the network can be paid or free, depending on the access point. As part of the project integration with Megafon network elements had been performed (SMSC, IVR), as well as adaptation of service logic of the platform according to the requirements of the Customer.
This project once again demonstrated an ability to build flexible and scalable systems that can successfully operate on the networks of the largest Operators. The list of supported authentication and charging algorithms can be easily adjusted according to the Operator’s needs (e.g. on-line charging from subscriber’s mobile account and payment by credit cards are also available). System can be easily adopted for broadband fixed access charging.
This project continues the eight-year successful cooperation of Megafon and Protei, traditionally offering the subscribers contemporary services and advanced solutions.

New service based on PROTEI platform has been launched by TT-mobile - one of leading Tajik mobile operators (MLT brand). New platform implements Comfortable Jump service intended to help subscriber who has changed his mobile number or even mobile Operator (had come to TT-mobile network) to inform friends and colleagues about his new number.
Comfortable jump system makes migration process more convenient and painless. Subscribers may change not only tariff plans but even mobile operators without doubt that his/her friends lost their contacts.
When someone tries to reach old number the system informs him that number of called subscriber had been changed. New number of called subscriber may be either sent to calling subscriber via SMS (if service supported by originate network) or played via IVR. To inform called subscriber about missed calls had been addressed to his old number Comfortable jump system provides SMS notification to the called party.
Comfortable jump is a very cost-effective for subscribers as they need to pay small subscriber fee for this service only and keep old subscription during “migration” period. All calls addressed to old number are free for callers. Notification will not be sent if old SIM-card has negative or zero balance. It is possible to assign up to 3 old numbers to one new number. Service is delivered by subscription, subscriber fee is charged from their mobile accounts.
TT-mobile is the first GSM-operator in Tajikistan. Traditionally TT-mobile pays attention to its service portfolio and offers to subscribers the most convenient and contemporary services. PROTEI and TT-mobile successful co-operation is continuing 8 years. During this period a lot of common project was successfully implemented, more than 10 platforms had been successfully launched including such key network elements as SCP and SMSC.

PROTEI Missed Call Notification System had been deployed by Jordan GSM operator Umniah. Basing on this system two services had been launched for Umniah’s subscribers. First one is traditional “Missed Call Notification” and second one is an expansion of this service named “Notification on Reachability”.
PROTEI Missed Call Notification System chosen by Umniah is one of well-known PROTEI products. During last several years more than 10 installations had been done. Several branches of Megafon in Russia, and number of operators in Central Asia are successfully maintaining this PROTEI solution. To adopt the solution for local market specific few important modifications of service delivery algorithm have been done. E.g. for subscribers who would like to use this service without paying any subscriber fee special algorithm was implemented.
Subscriber can choose special service option and system will send him messages that will not contain missed call numbers but only missed call notification. To retrieve information about callers who had tried to reach him the subscriber has to reply such message. System processes this reply and sends to the subscriber SMS containing list of numbers missed calls had been made from. These MT messages containing number lists are charged on-line. “By subscription” service delivery algorithm is traditional.
“Notification on Reachability” sub-service (notification of the caller about called party re-appearance in the network) becomes a new service available for all Umniah subscribers. Within the framework of this project implementation PROTEI specialists have performed integration of the Missed Call Notification system with Umniah Prepaid-platform for real-time SMS charging; and with Umniah IT-environment for service provisioning.
This project has successfully confirmed high level of PROTEI products and their readiness for different international markets.
